Abstract

This report prepared for Oakland City Council presents the health risks of coal transport through Oakland. There is substantial evidence that the proposed transport, handling, transloading, storage, and export of coal through the bulk and oversized terminal proposed at the site of the decommissioned Oakland Army Base would endanger the health and safety of people working at or visiting the project site, as well as those living in, recreating in or visiting adjacent communities.
